The batter becomes a runner when the third strike called by the umpire is not caught, providing (1) first base is unoccupied or (2) first base is occupied with two out.
Re- Entry into the Draft
No player will be allowed to re-enter the draft after the player has been placed on a team unless he/she is moving up in leagues.
A player will not be eligible to re-enter the draft for the purpose of moving teams within the division.
Delphi Youth Baseball League recognizes that special circumstances may arise when a player may need to move from one team to another team within the division. Parents wishing to request their player re-enter the draft due to special circumstances may do so in writing or by special meeting with the DYB board of directors. The request of re-entry must be received by the DYB board no less than 48 hours before the draft. DYB board will examine each request and make determination based up the safety and well-being of those involved.
Number of Coaches allowed during player draft.
Two coaches from each team will be acknowledged, registered and allowed to participate in player draft selections. No more than two coaches per team will be recognized and registered prior to the player draft. Additional coaches may be added after ALL players have been drafted within the division.
The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted below, but the pitcher may remain in the game at another position:
AGE 11 -12 85 pitches per day
AGE 9-10 75 pitches per day
Exception: If a pitcher reaches the limit imposed in Regulation for his/her league age while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning. Note 1: A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of that day.

If a game is called or postponed the pitcher must take his/her days of rest regardless if the make-up game falls within the time frame. If the game is set after the rest period the pitch count starts over. A pitcher may not pitch in more than one game per day.
A violation of the Pitch Count and Days of Rest Rule may result in the game being protested and possible forfeiture of the team accused of the infraction.
COACHES ON THE FIELD
NO coach shall be on the field during defensive play.
Exception: Coaches will be permitted on the field during pitching change and time outs.
Two coaches are allowed on the field during offensive play. Coaches on the field shall remain in the designated areas, (coaches box) while the game is in play.
Coaches in the dugout:
Only 3 coaches ( Manager, two assistant coaches) shall be permitted while the game is in play. Parents are allowed to briefly to enter the dugout during play for the purpose of player well-being and safety. Only TEAM members are allowed in the dugout. A non-team member Bat-boy may be in the dugout but shall not be on the field unless retrieving a bat. The Bat-boy shall were an approved batting helmet while retrieving the bat.
A courtesy runner is allowed for the only Catcher and with two outs.
Points of Emphasis
The catcher shall position themselves directly behind home plate to receive a pitched ball.
Everyone must play 6 outs and bat the entire lineup. If a player does not play 6 outs he/she MUST START the next game.
Each teams must field 9 players. If less than 9 players are available, that team must take one out at next at bat.
Batters must make reasonable efforts to avoid being hit by a pitch. If the batter does not make efforts to avoid the pitch, the pitch will be called a ball or strike depending on the position within the strike zone.
A runner shall not run more than 3 feet out of the baseline to avoid a tag. The runner shall be called out if he/she violates this rule.
A runner shall slide or attempt to avoid contact when a play is being made.
INNING RUN LIMIT
Minor B (8U) During Innings 1-5 a maximum of 6 runs. Unlimited runs maybe scored in the 6th inning and all innings thereafter.
Minor A and Major (10U and 12U). A maximum of 10 runs shall be scored during innings 1-5. Unlimited runs maybe scored in the 6th inning and all innings thereafter.
